In response to the SEC's Concept Release on Business and Financial Disclosure, Carbon Tracker submitted comments, identifying investor concern and addressing three broad questions:

1. How can the material risks from climate change best be characterized?
2. Why are current disclosures insufficient and why is more not disclosed?
3. How could disclosure be made more useful?
